Recent events of multiple earthquakes in Nepal, Italy and New Zealand resulting loss of life and resources bring our attention to the ever growing significance of disaster management, especially in the context of large scale nature disasters such as earthquake and Tsunami. In this paper, we focus on how disaster communication system can benefit from recent advances in wireless communication technologies especially mobile technologies and devices. The paper provides an overview of how the new generation of telecommunications and technologies such as 4G/LTE, Device to Device (D2D) and 5G can improve the potential of disaster networks. D2D is a promising technology for 5G networks, providing high data rates, increased spectral and energy efficiencies, reduced end-to-end delay and transmission power. We examine a scenario of multi-hop D2D communications where one UE may help other UEs to exchange information, by utilizing cellular network technique. Results show the average energy-efficiency spectral-efficiency of these transmission types are enhanced when the number of hops used in multi-hop links increases. The effect of resource group allocation is also pointed out for efficient design of system.

Pre-positioning of relief items under road/facility vulnerability with concurrent restoration and relief transportation
Aslan, Ece; Çelik, Melih (2019-08-03)
Planning for response to sudden-onset disasters such as earthquakes, hurricanes, or floods needs to take into account the inherent uncertainties regarding the disaster and its impacts on the affected people as well as the logistics network. This article focuses on the design of a multi-echelon humanitarian response network, where the pre-disaster decisions of warehouse location and item pre-positioning are subject to uncertainties in relief item demand and vulnerability of roads and facilities following the...
Broadband ground motion simulation within Duzce city (Turkey)
Özmen, Ekin; Askan Gündoğan, Ayşegül; Kestel, Sevtap Ayşe; Department of Earthquake Studies (2019)
Earthquakes have more hazardous and devastating effects in populated areas. To prevent damage and reduce the risks, broadband records are collected to use in the seismic hazard assessment and engineering seismology. In areas with significant seismic activity and insufficient seismic networks, the simulated ground motions become more important. Broadband ground motion simulations are performed for 12 November 1999 Duzce earthquake. Deterministic simulations are performed for low frequency part and stochastic...
Comparison of Human Response Against Earthquake and Tsunami
Arıkawa, Taro; Güler, Hasan Gökhan; Yalçıner, Ahmet Cevdet (2017-12-01)
The evacuation response against the earthquake and tsunamis is very important for the reduction of human damages against tsunami. But it is very difficult to predict the human behavior after shaking of the earthquake. The purpose of this research is to clarify the difference of the human response after the earthquake shock in the difference countries and to consider the relation between the response and the safety feeling, knowledge and education. For the objective of this paper, the questionnaire survey wa...
A Preliminary Tsunami Vulnerability Analysis for Bakirköy District in Istanbul
Tüfekçi, Duygu; Süzen, Mehmet Lütfi; Yalçıner, Ahmet Cevdet; Zaytsev, Andrei (null; 2016-04-22)
Resilience of coastal utilities after earthquakes and tsunamis has major importance for efficient and proper rescue and recovery operations soon after the disasters. Vulnerability assessment of coastal areas under extreme events has major importance for preparedness and development of mitigation strategies. The Sea of Marmara has experienced numerous earthquakes as well as associated tsunamis. There are variety of coastal facilities such as ports, small craft harbors, and terminals for maritime transportati...
Earthquake and Tsunami Disaster Mitigation in the Marmara Region and Disaster Education in Turkey

There have been many destructive earthquakes and tsunamis in the world. The recent events are, 2011 East Japan Earthquake/Tsunami in Japan, 2015 Nepal Earthquake and 2016 Kumamoto Earthquake in Japan, and so on. And very recently a destructive earthquake occurred in Central Italy. In Turkey, the 1999 Izmit Earthquake as the destructive earthquake occurred along the North Anatolian Fault (NAF). The NAF crosses the Sea of Marmara and the only “seismic gap” remains beneath the Sea of Marmara. Istanbul with high...
