Günümüzde enerji sorunu ve bu sorun çerçevesinde enerji sektörü global ekonomi gündeminin temel parçalarından birini oluşturmaktadır. Türkiye ekonomisi için de enerji sektörü, enerji piyasası ve bu piyasanın düzenlenmesi/idaresi ekonominin temel gündem maddeleri arasındadır. Bu çalışma, 1980-sonrası dönemde, Türkiye’de enerji sektörünün yapılandırma sürecindeki yasal düzenlemelerin, (devlet)-piyasa ilişkilerinin inşası çerçevesinde bir değerlendirmesini sunmayı amaçlamaktadır. 1980-sonrası neoliberal dönemde şekillenen iktisat politikalarının kısa değerlendirmesi altında, bu politikaların enerji sektörüne ve enerji piyasalarına (elektrik sektörü özelinde) yansımaları, bu dönemde gerçekleştirilen yasal düzenlemeler ile birlikte ele alınmaktadır. Böylece, bu düzenlemelerin katkıda bulunduğu üretim ilişkilerinin işleyişinin (yeniden) yapılandırılması sürecine ve sürecin elektrik sektöründe üretim, iletim, dağıtım ve ticaret faaliyetlerine, piyasasının yapısına ve bu çerçevede ekonomiye ve ‘refahın dağılımına’ etkilerine değinmek mümkün olmaktadır.
