Hâkim Tasarım ve Ekşi Sözlük İnternet in Dönüşümünü Anlamak

Son yıllarda İnternet devletler ve sermaye kuruluşları tarafından gittikçe daha fazla kolonileştirilmektedir. Bu da, baskılardan azade bir özgürlük alanı olarak görülen İnternet’e ilişkin toplumsal beklentilere zıt bir durum ortaya çıkarmaktadır. Çalışmamız, İnternet’teki bu dönüşümü ‘üretim gücü’ ve ‘üretim ilişkileri’ kavramları üzerinden eleştirel bir gözle değerlendirmeyi önermektedir. Dönüşüm, ‘Teknolojik Değişimin Döngüsel Modeli’ndeki ‘mayalanma dönemi’ ve ‘hâkim tasarım’ kavramlarının sunduğu potansiyelden faydalanılarak açıklanmaya çalışılmaktadır. Burada ‘mayalanma dönemi’ ile İnternette ifade özgürlüğü açısından daha uygun olan ilk dönemlere, ‘hâkim tasarım’ ile ise yerleşik üretim ve iktidar ilişkilerinin daha fazla nüfuz ettiği yakın döneme gönderme yapılmaktadır. Ekşi Sözlük örneği ile de savlarını destekleyen çalışmamız, birbirleriyle ilişkili örnek olaylarla üç kategori üzerinden Sözlük’ün dönüşümünü değerlendirmektedir: Ticari ilişkilere bağlı dönüşüm, ortaya çıkan hukuki çerçeveye bağlı dönüşüm; kullanıcılar ile sahipler arasındaki örgütsel ilişkinin değişimine bağlı dönüşüm. Sonuç olarak, İnternet’in ‘mayalanma döneminde’, yani görece serbest bir ortamda, Sözlük, popülaritesini ve saygınlığını, yaratıcı ve muhalif duruş ile karakterize olan bir ifade alanı olarak kazansa da, İnternet ‘hâkim tasarım’ dönemine girerken Sözlük de tamamen kâr merkezli ve siyasi baskılara açık bir işletmeye dönüşmektedir.
