This thesis aims to analyze the role of the think tanks in the foreign policy making processin Turkey. Also, thisthesis aimsto provide an overview of how think tanks are used in Turkey reflecting on a new perspective for their future use. In this sense, it is intended to find a theoretical approach that aims to explain the think tank phenomenon on Turkish foreign policy making. To do that, think tanks in Turkey are compared to similar examples in America, England, Central Asia and Latin America. In contrast to the other studies in the literature, this one proposes to analyze the complex liaison between think tanks and foreign policy making by making use e of a holistic approach based on a Neo-Gramscian perspective. In this respect, to make this analysis on a holistic theoretical understanding possible, this thesis delves into the historical development of the think tanks in Turkey, and analyzes their economic resources.

A Historical Materialist Analysis of Turkish Foreign Policy: Class, State, and Hegemony
Yalvaç, Faruk (Uluslararasi Iliskiler Dergisi, 2016-01-01)
This article aims to develop a historical materialist analysis to analyse Turkish Foreign Policy (TFP) as part of what I refer to as critical foreign policy studies. The paper utilises a critical political economy approach to TFP based on the Gramscian concept of hegemony and extends it to analyse different foreign policy strategies as hegemonic projects developed by ruling capital classes to sustain their rule. The paper also presents the concept of hegemonic depth to resolve the antinomies involved in und...

Yalvaç, Faruk (2012-06-01)
This paper is an attempt to provide a critical realist analysis of the concept of 'strategic debth' recently being used in analysing Turkish foreign policy. The article provides a criticism of the realist geopolitical thinking on which the concept of strategic debth is based using the insights of the critical realist philosophy of science. It takes the concept of ontological debth from critical realism and extends it to Gramsci's analysis and develops the concept of hegemonic debth. Underlying the concept o...

Approaches to Turkish Foreign Policy: A Critical Realist Analysis
Yalvaç, Faruk (Informa UK Limited, 2014-01-02)
This article analyses different approaches to Turkish foreign policy (TFP) from a critical realist perspective. It seeks to criticize positivist and post-positivist approaches to TFP, arguing for a non-reductionist, historical materialist approach based on the principles of critical realism. It argues that historical materialist approaches are missing both from the analysis of TFP and from the mainstream foreign-policy analysis in general. In emphasizing the importance of a historical materialist approach, ...
Paradoxes in Turkey's Syria policy: Analyzing the critical episode of agenda building
Tür Küçükkaya, Özlem (2016-09-01)
This article explores the discursive reasons behind the paradoxes in Turkey's foreign policy since the onset of the Syria crisis. By looking at representation of Turkey's Syria policy in two prominent pro-government newspapers, Star and Yeni Safak, the authors highlight the significance of the February 2012 episode, after which Ankara experienced deep discursive dilemmas for three reasons: the uncertain portrayal of the dyadic context, the ambiguous framing of third-party roles, and ambivalent agenda buildi...
