Bu yazıda 19. yüzyıl Osmanlı kamu maliyesi, modern mali devlet oluşumuyla ilgili karşılaştırmalı yeni literatürle diyalog içinde incelenmiştir. Tanzimat sonrası Osmanlı mali kurum ve pratikleri, genellikle Avrupa modernleşmesinin dışında veya çeperinde konumlandırılan Rusya gibi imparatorluk örnekleriyle karşılaştırılmıştır. Cevaplandırılmaya çalışılan temel soruyu 19. yüzyıl Osmanlı İmparatorluğu’nun “modern mali devlet” olarak nitelenip nitelenemeyeceği oluşturmaktadır. Modern mali devlet, mali sistemler ve mali rejim kavramları esnek bir çerçevede tanımlanarak 19. yüzyıl Osmanlı maliyesinin, dönemin küresel kapitalizminin sunduğu finansal teknolojiler dikkate alındığında, barındırdığı bütün farklılıklarla birlikte modern kamu maliyesi olarak tanımlanması gerektiği sonucuna varılmıştır.

This thesis analyzes the debt dynamics of Turkey and assesses the sustainability of fisscal policy. The assessment of fiscal policy follows the methodology of Garcia and Rigobon (2004).
