Günümüzde Web son derece büyük ve çoğunlukla statik bir bilgi kaynağı durumundadır. Bilgiye ulaşımda, bilgiden çıkarım yapmada ve bilgiyi yorumlamada asıl yük olması gerektiği gibi bilgisayarlara değil kullanıcılara düşmektedir. Ama Web statik metin ve grafiksel öğeler içeren bir depo olmaktan, bilgi sağlayan ve dış dünya üzerinde etkileri olan servisleri sunacak olan bir servis sağlayıcı olmaya doğru hızlı bir değişim göstermektedir. Web' e şimdikinden çok daha dinamik bir yapı sağlamaya çalışan iki yaklaşım bulunmaktadır. Bunlar 'Anlamsal Web' ve 'Web Servisleri' yaklaşımlarıdır.Bu tez kapsamında yapılan çalışmada, biz bu iki yaklaşımın birbirinden bağımsız olarak gelişmemesi gerektiğini iddia etmekteyiz, ve amacımız bu iki kavramı birleştirerek 'Anlamsal Web Yetenekli Web Servisleri' 'nin elde edilebileceğini göstermektir. Bunun için Web Servis altyapısı olarak UDDFi kullanıp onun üzerine RDF ile anlamsal bir katman ekleyerek, bir anlamsal web servis altyapısı oluşturmaktayız, ve daha sonra, bu altyapıyı kullanarak servisleri özelliklerine ve ürünlere gore bulmayı içeren basit bir uygulamanın örneğini vermekteyiz.
