The roots of corruption in the Kyrgyz civil service

This thesis analyzes the roots of corruption in the Kyrgyz civil service in terms of historico-political context. Nomenklatura system in the former Soviet Union and its corollary, patron-client relationship, are focused on as the main reasons for corruption. Transition reforms, such as privatization of state assets and liberalization of economy are suggested to be very sensitive points for corruption unless properly implemented. Further, high-level corruption in Kyrgyzstan is explained taking both the Soviet communist experience and traditional peculiarities into account. Anti-corruption measures, adopted since 1992 are examined and critically evaluated particularly in the light of the Civil Service Law and Provision on Ethics of Civil Servants. In this connection, formation of a merit based civil service system is suggested to be necessary endowment in the long term. It is emphasized that the best way for effective fighting corruption is to prevent it through changing the perception leading to corrupt behavior in delivering public services. Corollaries of merit such as open competitive examinations, equality, neutrality, security and career building with their corresponding principles are offered as the main remedies in achieving an effective, transparent and mobile civil service purified from the Soviet legacy.
