Developing a spatial decision support system for telecom wireline infrastructure of Ankara city

Dabanlı, Ahmet
This thesis covers database creation, system design and application development for wire line telecom infrastructure within Geographical Information Systems (GIS) and concentrates on spatial decision support applications and serving wire line subscriber coordinates for emergency calls in Ankara. The main mission of the Telecommunication in the past was to serve for voice communication activities. Currently voice, internet, data and video communications are available. These new services need better bandwidth capacity and/or renewal of infrastructure with Fiber Optical cables. Telecom has a complex wire line infrastructure, both in physical and logical topology. It is important to manage this complex infrastructure to give better services with new installation and update activities. Due to these requirements Telecom infrastructure needs to be managed with GIS, which visually provide physical and logical relationships. In this study it’s aimed to build a GIS system for Turk Telekom (TT) including digitization of wire line cable infrastructure, geocoding subscribers and serving the coordinates of subscribers. The data layers are stored in Oracle Spatial Data Option (SDO) and spatial data information is kept in MapInfo MapCatalog. The data schemes for 81 provinces are created. The applications are developed with Borland Delphi version 7 and Microsoft Visual Studio 2008 .NET Framework. There are several GIS applications developed so far for the infrastructure of TT, since TT needs to know the location and quality of the infrastructure already present in the field and needs spatially to decide on areas that need maintenance including improvement, replacement, and new installations to improve the service. This study is presented as an alternative spatial decision support system for the improvement of the current infrastructure and services given to the customers, by using digitized network and geocoded subscriber data that is stored in GIS system. This study is carried out with customer participation and on site development with Telecom staff.

The Cubrik Project is an Integrated Project of the 7th Framework Programme that aims at contributing to the multimedia search domain by opening the architecture of multimedia search engines to the integration of open source and third party content annotation and query processing components, and by exploiting the contribution of humans and communities in all the phases of multimedia search, from content processing to query processing and relevance feedback processing. The CUBRIK presentation will showcase th...
Evaluation and selection of case tools: a methodology and a case study
Okşar, Koray; Okşar, Koray; Department of Information Systems (2010)
Today’s Computer Aided Software Engineering (CASE) technology covers nearly all activities in software development ranging from requirement analysis to deployment.Organizations are evaluating CASE tool solutions to automate or ease their processes. While reducing human errors, these tools also increase control, visibility and auditability of the processes. However, to achieve these benefits, the right tool or tools should be selected for usage in the intended processes. This is not an easy task when the vas...
Development of GIS-based national hydrography dataset, sub-basin boundaries, and water quality/quantity data analysis system for Turkey

Computerized data visualization and analysis tools, especially Geographic Information Systems (GIS), constitute an important part of today̕s water resources development and management studies. In order to obtain satisfactory results from such tools, accurate and comprehensive hydrography datasets are needed that include both spatial and hydrologic information on surface water resources and watersheds. If present, such datasets may support many applications, such as hydrologic and environmental modeling, imp...

This paper is devoted to the design and implementation of a multipurpose platform (MPP) for power system monitoring and analysis. This MPP is a novel device, which combines the abilities of a power quality (PQ) analyzer, an event logger, a synchronized phasor measurement unit, and an interarea oscillation identifier, all in one device. The multiple functions of the proposed MPP can serve the needs of the power system operators (SOs) as a wide-area monitoring system to observe the states and stability of the...
A topological system for codification of river basins in Turkey

Recently, owing to incredible development in Geographic Information Systems (GIS) and software fields, besides effectively using the network and topology instruments, great advances have been made in the field of hydrologic coding through robust interaction among multidisciplinary sciences. If all hydrological properties can be combined in a network that has its own sui generis situation and topological properties, meaningful and holistic analyses can be formed more easily. Additionally, GIS topology is an ...
