The critical analysis of alternative local government experiences in Turkey: the case of Hozat Municipality
Bozkurt, Engin; Ersoy, Melih; Department of Urban Policy Planning and Local Governments (2011)
When analyzed within Marxist theory understandings, local governments can be considered as a body of administrative, political, social and economic relations which are defined in a certain spatial scale based on uneven development of capital accumulation. This definition removes the local governments from the context of a simple organizational-administrative problem and places them into a political context. Hence, as experience and strategies of socialist customs in our country is investigated regarding loc...
Educational decentralization as part of public administration reform in Turkey
Sen, Derya; Bandyopadhyay, Alankar (2010-02-08)
This paper will examine current discussions in Turkey centered around the likely decentralization of its educational system as part of ongoing reform efforts in public administration. Ironically, both proponents and opponents of the education decentralization problematize issues related to resource allocation and discrepancies in educational quality and access under the current centralized system. Proponents argue that greater autonomy at the local levels will improve educational quality, enhance stakeholde...
Political leadership and democratic transition : the case of Askar Akaev in post-Soviet Kyrgyzstan
Öraz, Seçil; Akçalı, Pınar; Department of Eurasian Studies (2007)
This thesis analyzes the role of political leadership in post-Soviet democratic transition in Kyrgyzstan by looking at the case of Askar Akaev. Despite the fact that a variety of components can be considered as relevant for the democratic transition process in Kyrgyzstan, due to the highly personalistic nature of Kyrgyz politics, the issue of political leadership needs to be addressed for this purpose. In that sense, the converse trajectories of Kyrgyz democratization (an initial democratic leap till mid-19...
Participation to administration in capitalist society : theoretical and political limitations of the critical and radical administrative theories
Güven, Erdem; Üstüner, Mustafa Yılmaz; Department of Political Science and Public Administration (2012)
This thesis aims at critically examining the specific place of the "critical" and "radical" theories within both the theory of public administration and political theory, particularly in terms of the discursive participatory framework they offer. The fundamental question dealt with is whether or not the power and dependence analyses of these approaches (which are treated as 'marginal' in the field) is convincing for an egalitarian, comprehensive and socially transformative democratic governance. Since a dis...
Privatization of security and the transformation of the modern bourgeois state in the neoliberal era: the case of Turkey
Dölek, Çağlar; Bedirhanoğlu Toker, Pınar; Department of Political Science and Public Administration (2011)
This thesis problematizes the phenomenon of privatization of security within the context of the neoliberal transformation of the capitalist state in Turkey. On the basis of the critique of neo-Weberian and Foucauldian literatures, it attempts to construct its peculiar theoretical-historical pathway on the relationship between state-coercion-class. It problematizes the historical constitution of this relationship within the context of the historical specificity of the capitalist state power. In this regard, ...
