A new technology foresight model -Foresight Periscope Model (FPM)- and Foresight Functional Framework (FFF) with its catchy acronym FORESIGHT of which each letter corresponds to the functions of foresight developed by the researcher are used as a base with the integration of Foresight Method Selection Algorithm (FMSA) developed within this dissertation. The application of integrated model is implemented for aerospace communication technologies’ foresight in Turkish Defense Industry for 2040. Three segments of FPM -resources, methodology and futures’ strategies- are evaluated by FMSA which is coherent with the functions in FFF. All suggested core and supportive methods given as the outputs of FMSA are conducted and analyzed for the stated technical subject within this dissertation. Suggested participative methods like expert panels with their sub-methods and Delphi technique are realized to build different future scenarios. The outcomes of methods’ analysis are set forth with charts and graphs in technical details with the comments of the researcher. The scenario is determined by the methods’ results for the preferred future. The strategy including the policy recommendations is established for the preferred scenario and of which actions are shown on the roadmap prepared for 2040 for the aerospace communication technologies in Turkish Defense Industry.

Imagery intelligence technology foresight and modeling of mobile applications in the defense industry
Bilge, Başak; Çakır, Serhat; Department of Science and Technology Policy Studies (2018)
Identifying the threats and impacts of an operation field requires continuous planning and emphasizes the importance of intelligence. With the development of electronic systems that support the military decision-making process increases in number, today long- time and high- risk discovery and surveillance operations are performed faster and safer. Therefore, developing technology policies to augment defense- technology research is a crucial step. Reorganization movements, management measures and operational...
A Petri Net-based inference network for design automation under nondeterminism applied to mechatronic systems
Erden, Zühal; Erkmen, Aydan Müşerref; Erden, Abdülkadir (1998-09-11)
This paper introduces the completed part of an ongoing research, in which a Petri Net-based design inference network is developed for the representation and analysis of the functions and their interrelationships through information flow for the conceptual design stage of mechatronic systems in order to facilitate design automation. The theoretical framework behind the network is based on transition of Hybrid Automata into Petri Nets and application of this framework is introduced by a mechatronic design exa...
A generic model to solve tactical planning problems in flexible manufacturing systems
Atlihan, MK; Kayaligil, S; Erkip, N (1999-07-01)
This paper is an attempt to develop a generic modeling framework that addresses tactical planning problems of flexible manufacturing systems in a coherent manner. We propose a generic 0-1 mixed integer programming formulation, that integrates batching, loading, and routing problems with their critical aspects related to a system's performance. For this purpose, a thorough analysis is made to determine and relate system components, their attributes, and alternatives together with performance measures specifi...
The Critical success factors for manufacturing execution systems (mes) adoption in Turkey defense industry: an industrial case study
Yavuz, Hasan; Akçomak, İbrahim Semih; Department of Science and Technology Policy Studies (2018)
The main objective of this thesis is to investigate the Critical Success Factors (CSFs) of Manufacturing Execution Systems (MES) adoption using the case of a Turkish defense industry firm with both a quantitative and a qualitative research design. After the critical factors that are used in the adoption and implementation assessment in different countries and sectors are determined in the literature, about one hundred questionnaires and five interviews are conducted at a defense industry firm. The thesis dr...
A temporal neural network model for constructing connectionist expert system knowledge bases
Alpaslan, Ferda Nur (Elsevier BV, 1996-04-01)
This paper introduces a temporal feedforward neural network model that can be applied to a number of neural network application areas, including connectionist expert systems. The neural network model has a multi-layer structure, i.e. the number of layers is not limited. Also, the model has the flexibility of defining output nodes in any layer. This is especially important for connectionist expert system applications.
