This chapter proposes a model for t-Government and highlights the research agenda needed to increase understanding of transformational government and the processes involved in furthering the agenda of t-Government. In particular, both an operational and a conceptual model for effective involvement of citizens and businesses in government functioning have been proposed. This will help to define an agenda for t-Government research that emerges from national UK strategy and policy for e-Government. The main threads of t-Government encompass: (1) A citizen-centric delivery of public services or e-inclusion, (2) A shared services culture to maximise value added to clients (3) The effective delivery and management of resources and skills within government or professionalism. All three threads should be addressed principally from the perspectives of delivery, evaluation and participation in view of benefits realisation as envisioned by government strategic planning and policy directives (Cabinet Office, 2005). The management of change dimension of these phenomena have been included in the research agenda. In particular, research is needed to reshape the discourse towards emphasising a citizen-centric approach that defines, develops, and benefits from public service. Decision-makers in government will need models of governance that fulfil transformational objectives. They will also need models of benefits realisation within a strategic governance framework. It has been argued that t-Government research should be addressing these relative voids.

Non-linear programming models for sector and policy analysis
Bauer, Siegfried; Kasnakoglu, Haluk (Elsevier BV, 1990-7)
This paper examines the basic problems of the mathematical programming models used for agricultural sector and policy analysis. Experience with traditional programming models shows that a considerable improvement in performance is possible by adequately incorporating non-linear relationships. Particular emphasis will be given to the calibration and validation problems involved in this type of model. With the help of the Turkish agricultural sector model it will be demonstrated that an empirical specificatio...
Semi-automated registration of BILSAT-1 XS imagery via global orthorectified landsat ETM plus data set
Ok, Ali Oezguen (2007-06-16)
In this study, a semi-automated registration methodology that can be adapted to BILSAT-1 XS images is proposed. Orthorectified and geodetically accurate global land datasets generated from the Landsat ETM+ images are used as the reference sources. Three different test sites are employed to test the accuracies of the registration. The accuracies of the registration were assessed using Independent Check Points (ICPs) which were manually collected from 1:25000-scale digital topographic maps of Turkey. The comp...

Context-Based Lessons with 5E Model to Promote Conceptual Understanding of Chemical Reactions and Energy Concepts
Cigdemoglu, Ceyhan; Geban, Ömer (2015-01-01)
This study explores whether the context-based approach with 5E model (CBA-5E) can lead to better understanding of chemical reactions and energy concepts when compared to conventional instruction (CI). Additionally, the study delves into the effect of treatment with regards to gender. Eleventh grade science-major classes with 175 students from two public high schools were enrolled. The experimental groups were treated with CBA-5E, the control groups as CI, the treatments were randomly assigned to the groups....
