In this study, a semi-automated registration methodology that can be adapted to BILSAT-1 XS images is proposed. Orthorectified and geodetically accurate global land datasets generated from the Landsat ETM+ images are used as the reference sources. Three different test sites are employed to test the accuracies of the registration. The accuracies of the registration were assessed using Independent Check Points (ICPs) which were manually collected from 1:25000-scale digital topographic maps of Turkey. The computed overall GCP accuracy was found to be better than 0.5 pixels. The registration of BHSAT-1 XS images using panchromatic and green layers of Landsat ETM+ datasets yielded overall ICP RMS errors of +/-1.03 and +/-1.08 pixels, respectively.

t-Government for benefit realisation: A research agenda
Sahraoui, S.; Ghoneim, A.; Irani, Z.; Özkan Yıldırım, Sevgi (2008-01-01)
This chapter proposes a model for t-Government and highlights the research agenda needed to increase understanding of transformational government and the processes involved in furthering the agenda of t-Government. In particular, both an operational and a conceptual model for effective involvement of citizens and businesses in government functioning have been proposed. This will help to define an agenda for t-Government research that emerges from national UK strategy and policy for e-Government. The main th...
Texture segmentation using the mixtures of principal component analyzers
Musa, MEM; Duin, RPW; de Ridder, D; Atalay, Mehmet Volkan (2003-01-01)
The problem of segmenting an image into several modalities representing different textures can be modelled using Gaussian mixtures. Moreover, texture image patches when translated, rotated or scaled lie in low dimensional subspaces of the high-dimensional space spanned by the grey values. These two aspects make the mixture of local subspace models worth consideration for segmenting this type of images. In recent years a number of mixtures of local PCA models have been proposed. Most of these models require ...
OPTIMIZATION OF ENCODING AND ERROR PROTECTION PARAMETERS FOR 3D VIDEO BROADCAST OVER DVB-H
Aksay, Anil; Bugdayci, Done; Akar, Gözde (2011-05-18)
In this study, we propose a heuristic methodology for modeling the end-to-end distortion characteristics of an error resilient broadcast system for 3D video overDigital Video Broadcasting -Handheld (DVB-H). We also use this model to optimally select the parameters of the video encoder and the error correction scheme, namely, Multi Protocol Encapsulation Forward Error Correction (MPE-FEC), minimizing the overall distortion. The proposed method models the RQ curve of video encoder and performance of channel c...
TASK ORIENTED KINEMATIC ANALYSIS FOR A LEGGED ROBOT WITH HALF-CIRCULAR LEG MORPHOLOGY
Sayginer, Ege; Akbey, Tulay; Yazıcıoğlu, Yiğit; Saranlı, Afşar (2009-05-17)
In this paper, we study the kinematics of a legged robot with half-circular leg morphology. In particular, our focus is on the RHex hexapod platform. A new kinematic model for RHex is developed considering the leg shape and its consequences, which was over simplified in the previous models seen in literature. The formulation is an accurate kinematic representation of the robot in the sagittal plane that is based on a four-link mechanism analogy. When only pure rolling motion of the legs are considered, it i...
Implementation of different algorithms in linear mixed models: case studies with TIMSS
Koca, Burcu; Gökalp Yavuz, Fulya; Department of Statistics (2021-9-06)
Mixed models are frequently used in longitudinal data types with time repetition over the same subject and clustered data types formed by observations gathered around certain groups. The modeling technique which models the dependency structure between repetitions and observations in the same cluster is required to use algorithms for parameter estimations. The same model can be solved with various algorithms arising from setup, inference and approach differences. In this study, several algorithms used for LM...
