This paper aims to explore the success of the recent regeneration efforts in building sustainable communities in historic housing areas of Istanbul that have suffered from growing problems of urban deprivation and poverty. It explains the interplay between conservation, community needs and sustainability, based on the assumption that finding a balance between the needs, aspirations and concerns of local communities and the conservation of the built environments will lead to the creation of more equitable and sustainable communities in Istanbul's historic quarters. After investigating the Turkish urban conservation policy agenda, and the recent changes in the urban and socio-spatial structure of Istanbul, it examines the European Union-funded regeneration initiative of Fener and Balat, a declining neighbourhood in the Historic Peninsula. Debating the strengths and weaknesses of the community-based and participatory programme, the paper attempts to give clues for future regeneration initiatives to develop sustainable community policies in the historic neighbourhoods of Istanbul.

Comparative Approaches to Gentrification: A Research Framework
Lagendijk, Arnoud; van Melik, Rianne; de Haan, Freek; Ernste, Huib; Ploegmakers, Huub; Kayasü, Serap (Wiley, 2014-07-01)
Comparative research on gentrification is on the rise, especially since gentrification is no longer confined to historical, central neighbourhoods in First World countries, but also appeared in rural, new-built areas and Second World countries. In this paper we present our comparative approach to investigate gentrification processes in four European cities (Arnhem, Istanbul, Vienna, Zurich), which differs from previous studies in its use of assemblage theory as research framework. The multi-layered framewor...
Constructing co-generative search processes: Re-thinking urban planning/making urban plans actionable
Ataöv Demirkan, Anlı (Informa UK Limited, 2008-01-01)
The project discussed in this paper represents the participatory planning of Kocaeli in Turkey, which uses the "action research" approach, a more powerful approach compared to conventional approaches with respect to the value of democracy in city-wide decision-making and the actionable outcomes salient to the needs of the community. The use of action research in planning integrates research, theory, and action. It helps manage the change through action in the process of participation, while enhancing democr...
Urban streets and urban social sustainability: a case study on Bagdat street in Kadikoy, Istanbul
Lotfata, Aynaz; Ataöv Demirkan, Anlı (Informa UK Limited, 2020-09-01)
This paper focuses on the social function of historical public space in Turkey that has been transformed with rise of modernism. Before that, it functioned as a suburban recreational area. The increasing demand for urban lands has been led to its transformation and its function as an urban component. The historical pattern of urban space can be conserved to protect and strengthen social interactions as the key issue of urban social sustainability. With a focus on the urban design through literature review, ...
Not Only Helpless but also Hopeless: Changing Dynamics of Urban Poverty in Turkey, the Case of Sultanbeyli, Istanbul
Pınarcıoğlu, Mehmet Melih (Informa UK Limited, 2008-01-01)
This paper is an attempt to understand the changing characteristics of urban poverty in Turkey since 1980. First, it analyses how the urban poor in Turkey had adopted aggressive survival strategies by strengthening their solidarity networks on religious, ethnic and cultural bases until the 2000s. Then it sheds light on how those networks have dissolved later on thanks to a set of internal and external factors and concludes that Turkey now faces deepening poverty levels and engendering new forms and dynamics...
Searching for a Balance Between Community Needs and Conservation Policies in Historic Neighbourhoods of Istanbul
Akkar Ercan, Zübeyde Müge (2010-01-01)
Despite the recent rising interest in sustainability and community-related issues among urban regeneration policy-makers, it is still questionable how far the recent regeneration efforts in historic housing areas achieve a balance between the community needs and conservation policies. To answer this question, this article explores the interplay between conservation, community needs and sustainability in the context of Turkey, focusing on Istanbul. It premises on the assumption that finding the balance betwe...
