Planlama sürecine kentsel arkeolojik değerlerin dâhil edilmesi sorunsalı: Tarsus tarihi kent merkezi

In Turkey, most of the historic city centres have been continuously occupied since early ages and there are ongoing research and findings indicating archaeological resources underneath modern cities. However, urban archaeological resources could not be handled in planning process of urban areas because of inadequacy in spatial documentation. So archaeological findings mostly be seen as problem areas in urban development. In defined context, one of the main issues is the lack of information, hence the lack of communication between disciplines of urban planning and archaeology, which should work together in interdisciplinary field of urban archaeology. Therefore citizens are not aware of archaeological stratification beneath their feet. This paper aims to discuss a method to handle urban archaeological resources into urban conservation planning process of multi-layered historic city centres in Turkey by focusing on the Tarsus case, where there are completed or ongoing archaeological research, but no recent study or examination on its multi-layered context. The research method applied in this paper relies on determination of probable conserved archaeological resources. Consequently, rather than limited conservation strategies in 3rd Degree Archaeological Sites, urban archaeological character zones that are more suitable for comprehensive decision-making are determined.
