After the turn of the present century, in line with the political relationships between Ottoman and German governments a series of new institutions were also founded. Turkish-German Association was among the most powerful of those, aiming to reinforce the political and economic goals of the governments with cultural and popular affairs. House of Friendship as named by the prominent Ottoman premier of the time, Talat Paşa, is the most outstanding attempt in the process of realization of these affairs. The Association endeavors to establish relationships between the nations supporting the common relationships organized by the political institutions. A multi-purpose cultural building was proposed to be built at Çemberlitaş quarter of Istanbul where the number of Non-Turkish inhabitants was then negligible too. A counterpart of this building was also hoped to be built in Berlin to facilitate the cultural interaction between the countries. It is as a part of the imperialistic tendencies of the German Empire to have a control over Anatolia as the one of the basic links in a chain of operations on her way to the resources of Persian Gulf and India. German policy on Anatolia is quite different than the other European countries with similar aims, these did not much cultural concerns as such. House of Friendship was politically supported by Kaiser Wilhelm II himself, financially German Industrial establishments were interested in offering funds. Apart from its political and economic significance the architectural aspects of the competition are exceptionally important on their own. The competition provided a ground for the eminent architects of the year to display themselves, especially, for those pioneering in the expressionist movement. The technical organization of the competition was sponsored by Deutsche Werkbund. The winning entry was German Bestelmeyer’s. Even though the more detailed and developed stages of his proposal had been accomplished after the German failure in the World War I and the decline of the Ottomans, House of Friendship had never been realized.
