Modernitenin dünyayı bugün artık bir ‘‘küresel köy’’e dönüştürdüğü konusunda yaygın bir kanı bulunmakla birlikte, dünyanın halihazırdaki durumu ‘‘köy’’den ziyade ‘‘şehir’’ kavramıyla incelenmeye uygundur. Birçok olgunun yanında özellikle son dönemdeki gelişmelerle terör de artık ‘‘küresel’’ sıfatıyla birlikte anılmaya başlanmıştır. Terörün küreselleşmesi, dünya ölçeğindeki güvenliğin nasıl sağlanması gerektiği konusundaki soruları da arttırmıştır. Bu çerçeve içerisinde bu çalışmada, küreselleşmenin dünyayı dev bir köy değil tek bir şehir haline getirmekte olduğu; küresel şehirdeki insanların, toplumların, bölgelerin veya devletlerin karşılaştıkları güvenlik sorununun artık tek boyutlu -dışsal ve askeri- olmaktan çıkmaya başladığı; devletlerin egemenliğine dayalı mevcut uluslararası ilişkiler yapısının küresel şehirdeki güvensizliği arttırdığı; ve sonuçta küresel güvenlik sorunlarının aşılmasında dünyanın köy değil şehir olarak kavramlaştırılmasının daha elverişli olduğu iddia edilecektir.
