Communications, data and information exchange are the key elements of the operational ocean monitoring and forecasting networks, defined in the Global Ocean Observing System (GOOS). Development of observing and closely related operational forecasting syste m in the Black Sea region requires the exchange of significant data and information volumes. ASCABOS is designed to strengthen the communication system ensuring flexible and operative infrastructure for data and information exchange between partners and en d users. ASCABOS aims to increase public awareness and to stimulate and motivate the utilization of operational oceanographic information in management and decision-making practices. In the same time, high level of the operational services must be built an d retained. ASCABOS will support achievement of these crucial objectives by initiating an educational and training programme designed for young scientists and wide spectrum of end users. Considerable work has been performed on compiling meta-databases on t he Black Sea environmental data, information and research within previous international initiatives and projects. To support and to strengthen the exchange between scientists, governmental managers and other users ASCABOS is planning to combine experiences and instruments in order to develop a Black Sea information system, containing all available metadata, validated and efficiently updated through the Internet. ASCABOS plans to organize and realize a cost-effective VOS pilot programme, applying modern tech nologies and developments for data collection, transmission, storage, use and dissemination. The VOS programme will provide data for model assimilation and respond to the GOOS demand for long-term monitoring of the marine ecosystems.

European COastal-shelf sea OPerational observing and forecasting system (ECOOP)
Bingel , Ferit(2010-4-30)
The overall goal of ECOOP is to: Consolidate, integrate and further develop existing European coastal and regional seas operational observing and forecasting systems into an integrated pan-European system targeted at detecting environmental and climate changes, predicting their evolution, producing timely and quality assured forecasts, providing marine information services (including data, information products, knowledge and scientific advices) and facilitate decision support needs. This is to be attaine...
An Infrastructure for efficient reporting workflow in grid based teleradiology applications
Yılmaz, Ayhan Ozan; Baykal, Nazife; Department of Health Informatics (2015)
This study proposes an infrastructure with a global workflow management algorithm in order to interconnect facilities, reporting units and radiologists on a single access interface. This infrastructure is enhanced by a reporting workflow optimization algorithm (RWOA) to determine the optimum match between the inspection and radiologist in terms of experience, subspeciality, response time and workload parameters. RWOA increases the efficiency of the reporting process by decreasing access time to medical images a...
A progressive approach for processing satellite data by operational research
KUTER, SEMİH; Weber, Gerhard-Wilhelm; Akyürek, Sevda Zuhal (Springer Science and Business Media LLC, 2017-07-01)
Satellite data, together with spatial technologies, have a vital importance in earth sciences to continuously monitor natural and physical processes. However, images taken by earth-observing satellites are often associated with uncertainties due to atmospheric effects (i.e., absorption and scattering by atmospheric gases and aerosols). In this paper, a more adaptable approach for the removal of atmospheric effects from satellite data is introduced within an operational research perspective by utilizing nonp...
Evaluating the mine plan alternatives with respect to bottom-up and top-down sustainability criteria
Yaylaci, Evren Deniz; Düzgün, Hafize Şebnem (Elsevier BV, 2017-11-20)
The previous researches on sustainability evaluation for the mining sector indicate that the tailor-made integrated frameworks should have the capabilities of integrating the stakeholder-focused information as effectively as operational information into the evaluation and reporting process. In this regard, this paper proposes an indicator-based quantitative evaluation framework for integrating the concerns and priorities of the local stakeholders into the evaluation of sustainability in the mining sector op...
Open and Interoperable Maritime Surveillance Framework Set to Improve Sea-Borders Control
Erbas, Cengiz; Cetin, Fulya Tuncer; Yilmaz, Burcu; Akagündüz, Erdem; Kabak, Yildiray; Bulca, Aykut (2012-01-01)
This study presents an open and interoperable maritime surveillance framework with multimodal sensor networks and an automated decision-making. The intention is to improve sea-border control, plugging the gaps in the maritime security with interoperability solutions and have wide-area situational awareness, thus particular reducing the number of illegal immigrants crossing sea borders in small boats, with a cost-effective approach. In this paper initial results are presented. This research is a part of a Eu...
