Roadway maintenance is significantly important to maintain the quality of roads, which can be achieved by successful contracting models. This study includes the identification of the implementation and monitoring strategies of Performance-based Maintenance Contracting (PBMC). Preliminary findings indicate that the advantages and challenges vary from country to country. In addition, cost efficiency of PBMC significantly depends on the length of the road network and the duration of the contact. Thus, each contract should be carefully evaluated during the feasibility study. Moreover, both the agency and the contractors should be trained before the implementation. Most importantly, for an effective PBMC implementation, crucial concern should be given to legislation, performance indicators and financial issues. Accordingly, in this study, a strategic plan is proposed for the implementation and monitoring of PBMC in the context of developing countries, especially for Turkey. It is going to be eventually inevitable to change the maintenance and rehabilitation strategies of Turkey in order to maintain the quality of the road network within low budget. Hence, this strategic plan is expected to guide the Turkish road administrators as it presents the requirements, challenges and advantages of PBMC.

Assessment of applicability of performance-based contracts in Turkey for road maintenance services
Ateş, Koray; Öztürk, Hande Işık; Department of Civil Engineering (2019)
In the last decades, many countries have been in search of new contracting types for the road maintenance sector to reduce the cost by increasing efficiency. Performance-based contracting (PBC) for road maintenance services, which is one of the most popular approaches that has been preferred by many countries all over the world, has been reviewed in detail in this study. Although many studies and cases present the affirmative results of PBC, changing the road maintenance system from the traditional contract...
A pilot study for inspection, damage assessment and management of bridges in Turkey
Akgül, Ferhat (null; 2013-09-11)
Bridges are one of the most vulnerable elements in the road network and one of the most expensive when a repair or replacement action becomes necessary. Maintenance, repair and replacement actions for bridges become necessary due to aging of these structures in time. Apart from heavy traffic loading, the most prominent cause of bridge aging is material deterioration in time due to environmental factors. In the long term, the bridge engineering is expected to gradually focus more on the inevitable stage of m...
Development of an IT-based tool for portfolio assessment and management for construction companies
Bilgin, Gözde; Dikmen Toker, İrem; Özorhon Orakçal, Beliz; Department of Civil Engineering (2019)
Development in the construction industry has leaded most of the construction companies to undertake more complex projects than before, which are generally executed concurrently. Therefore, project management routines of the companies may not support effective management of multi-projects. Project portfolio management approach has been suggested to meet requirements for coordinating multi-projects to meet strategic objectives under limited resources. Since project portfolio management requires a comprehensiv...
Examination of suitability of performance based contracts for the Turkish road maintenance sector
Ateş, Koray; Atasoy Özcan, Güzide; Öztürk, Hande Işık (2020-09-01)
Over the last decades, many countries have been in the search of new contracting types for the road maintenance sector to increase the efficiency and to reduce the cost. Lately, Performance based Contracting (PBC) became a popular approach for road maintenance (RM). Although there are many studies and cases that present the affirmative results of PBC, changing the RM system from the traditional contracting methods to PBC, is very compelling. Turkey has made huge investments in road construction sector and m...
Numerical assessment of tunnel advancement in problematic soil conditions: a case study
Güneş, Anıl; Çetin, Kemal Önder; Department of Civil Engineering (2021-1)
Modeling tunnel advancement in complex ground conditions requires significant engineering judgment and is an integral part of the design and construction of tunnels. Insufficient data and improper design procedures may lead to dramatic consequences. Realistic estimations of the ground behavior, displacements, and support pressures are possible with accurate numerical models. In this study, the advancement of Tunnel A93 is investigated by 1-D semi-empirical assessments and two-dimensional finite element anal...
