The public investment projects are essential to improve the state economy and life of people. Since the resources are limited, developing automated project performance evaluation systems are required. In this work, we propose a metaheuristic algorithm based approach for automated project evaluation. Project evaluation involves selecting the attributes effective for evaluation, determining the weights of the selected attributes and determining cut-off values for project evaluation. In the attribute selection part of this model, the effect of supervised learning based models are elaborated. For determining attribute weights and cutoff values, we build a Genetic Algorithm (GA) based solution. The proposed system is tested on the evaluation process of 493 World Bank projects. The results are compared with the classical project evaluation technique using the Analytical Hierarchy Process (AHP) and classification based models. Experimental results show that the proposed approach provides considerable improvement for project evaluation accuracy.

Metaheuristic algorithms based automated evaluation method for public investment projects
Yılmaz, Tüluğ Figen; Karagöz, Pınar; Department of Computer Engineering (2014)
The public investment projects are essential to improve the state economy prosperously and to improve life of people. In spite of high need for public investment projects, resources are limited. So, there has been increased requirement on the accountability and efficiency of the public investment projects. To overcome these issues, project performance evaluation systems are needed. Scientific and reasonable performance measurement can be utilized in these systems to evaluate public investment projects. A se...
Buffer sizing model with fuzzy assessment on concrete gravity dam and HEPP projects /
Balta, Şemsettin; Birgönül, Mustafa Talat; Dikmen Toker, İrem; Department of Civil Engineering (2014)
Timely completion of dam and HEPP projects is indispensable for the country, they are constructed due to economical, political and social consequences of them. Since various uncertainties and variations existed on the construction of dam and HEPP projects because of their complex nature, robust and stable schedules should be created in the beginning of the projects in order to eliminate or minimize the negative effects of them. Among the various techniques; usage of time buffer is considered as one of the m...
PREDICTION OF ENERGY PERFORMANCE GAP IN BUILDINGS WITH MACHINE LEARNING ALGORITHMS
YILMAZ, DERYA; Tanyer, Ali Murat; Dikmen Toker, İrem; Department of Architecture (2022-7)
The energy performance gap presents obstacles for governments to reduce dependency on foreign energy sources, as well as for policymakers to be successful in future ambitions about reducing the environmental impacts of buildings. Although considerable research focused on the reasons, reduction, or quantification of the energy performance gap in buildings, little attention has been given in the past to methods that would inform decision makers about a likely performance gap. Such studies could change the act...
Sustainable Development of Energy, Water and Environment Systems (SDEWES) Index for policy learning in cities
Kılkış, Şiir (2018-01-01)
Policy learning between cities is a vital process to enable the diffusion of more sustainable practices. The Sustainable Development of Energy, Water and Environment Systems (SDEWES) Index provides a composite indicator to benchmark city performance based on 7 dimensions and 35 main indicators. In this research work, the SDEWES Index is applied to 25 cities. Data are collected, normalised, and aggregated to obtain the results. Stockholm (3.29), Espoo (3.25) and Sevilla (2.98) are the top three cities. An av...
Evaluation of Condition States of Bridge Elements Based on the Intensity of Different Damage Types
Akgül, Ferhat (2012-10-19)
Transportation infrastructure facilities are the essential components for the continuous development of the economics and community well-being of any country. Maintaining such facilities at all times is a difficult task for service authorities. To assist in conducting such a task, bridge management systems (BMSs) have been developed for effective asset management. This paper presents a novel technique for evaluation of condition states of elements based on the intensity of different damage types. Damages of...
