Doğu Akdenizdeki enerji diplomasisi ve deniz gücünün artan önemi

Bu konferans tebliği Doğu Akdenizdeki hidrokarbon kaynaklarının keşfi ve geliştirilmesine dönük faaliyetlerin bölgedeki ülkelerin enerji diplomasisi ve deniz güçlerinin kullanılabilme kabiliyetleri üzerindeki etkilerini incelemeyi amaçlamaktadır. Tebliğin ana argümanı söyledir: Bölge ülkelerinin enerji diplomasisi alanında artan rekabetlerinin sonucu olarak deniz güçlerinin önemi de çok arttığından, bu durum bölgedeki ülkelerin enerji projelerinde işbirliklerini daraltıcı yönde etkilemektedir. Tebliğde öncelikle Doğu Akdenizdeki hidrokarbon kaynaklarının keşfi ve geliştirilme süreçlerinin tarihsel arka planı ortaya konulacaktır. Daha sonra, bölge ülkelerinin hidrokarbon kaynaklarına ilişkin stratejileri karşılastirmali olarak ele alınacaktır. Takip eden bölümde, Kıbrıs sorununun gerek Türkiye ile Yunanistan gerekse Türkiye ile Avrupa Birliği arasındaki enerji ve güvenlik ilişkilerine nasıl yansıdığı değerlendirilecektir. Son bölümde ise, bölgede artan donanma faaliyetlerinin enerji diplomasisi üzerindeki etkileri son yıllarda deniz gücünün öneminin ne şekilde büyük ölçüde arttığını ortaya koyarak analiz edilecektir.
