Uluslararası ticarette korumacı politikalar ilk olarak merkantalist akım ile ortaya çıkmıştır. Korumacı politikaların temelinde ihracatın ithalattan fazla olması ile ülkeden servet çıkışının önüne geçilmesi bulunmaktadır. Kolonyalist anlayışın bir yansıması olarak ortaya çıkan korumacılık, klasik iktisat anlayışıyla yerini serbest ticarete bırakmıştır. Dönemsel olarak korumacı politikalar uygulanmakla birlikte genel itibariyle kapitalist sistemin işleyişi serbest ticarete dayanmaktadır. Özellikle İkinci Dünya Savaşı sonrasında dünya ekonomisi ve ticaret sistemi yoğun bir serbestleşme sürecine girmiştir. Ancak, 2008 küresel krizi sonrasında uluslararası ticarette korumacı politikalar tekrar uygulanmaya başlamış ve yoğun bir ticaret savaşına girilmiştir. Geçmişte de küresel ekonomik krizler sonrasında korumacı politikalar tercih edilmiştir. Büyük Avrupa Depresyonu ve 1929 krizi sonrasında da yoğun bir korumacılık söz konusu olmuştur. Dikkat çekici nokta ise ekonomik krizler ve ardından uygulanan korumacı politikalardan sonra küresel çapta ekonomik daralmanın olduğu ve sürecin sıcak çatışmaya gitmesidir.
