One of the most significant factors that threaten historic settlements and cultural assets is climate change and natural events, frequency and intensity of which have been accelerating. Preventive conservation, prevention, mitigation and disaster risk management are subjects that have been discussed at international level especially in the last 30 years. Awareness of the significance of disaster risk management of cultural heritage has grown due to the efforts, studies and publications of the United Nations Educational, Scientific and Cultural Organization (UNESCO), the International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM), International Council on Monuments and Sites (ICOMOS), the International Council of Museums (ICOM) and other international organizations. Increasing the resilience of cultural assets and historic settlements through ‘preparedness’ activities and securing their recovery in case of destruction is essential to preserve their economic, and social functionality and to transmit their values to new generations. Turkey’s cultural heritage is threatened by natural hazards like earthquake, flood, avalanche, storm and rockfall. However, there are not policies on prevention and mitigation of the negative impacts of these hazards on cultural assets. Protecting cultural heritage from disasters is a significant issue that should be taken into account in both disaster risk management and cultural heritage conservation processes in Turkey, and that requires collaboration among all related stakeholders. Risk management policies should aim for protecting all categories of cultural assets, including movable, immovable, tangible and intangible, from the impacts of natural hazards. Within the context of these policies, developing disaster risk management law for safeguarding cultural heritage from disasters, developing capacities of related institutions, collaboration with related stakeholders, the preparation and implementation of disaster risk management plans that are based on information and analyses are important topics to be considered.

Evaluating the utility obtained by using radar based precipitation for prediction of flood events in western Black Sea basins of Turkey
Yücel, İsmail; Yılmaz, Mustafa Tuğrul (2016-10-10)
Climate change has a direct influence on the hydrological cycle and its elements. Consequently, extreme events are expected to occur more frequently at different times and locations on the Earth and become more catastrophic.Hence, it is critically important to develop systems to accurately forecast rising water levels of streams and rivers prior to occurrence of dangerous conditions. Real-time flood forecasting systems are becoming a critical tool for emergency preparedness and decision making. Given radar ...
Evaluation of a Hydro-Meteorological Model System for Flood Forecasting of a Mediterranean Basin in Turkey
Kılıçarslan, Berina; Duzenli, Eren; Pilatin, Heves; Yücel, İsmail; Yılmaz, Mustafa Tuğrul (null; 2020-05-08)
Floods, which are considered as one of the most destructive extreme weather events, are being more severe issues with changing climate, and they are threatening both human life and property. To address flood hazard issues, this study evaluates the application of a hydro-meteorological model system as an early warning system approach. The Weather Research and Forecasting Hydrological model system (WRF-Hydro), a fully-distributed, multi-physics, multi-scale hydrologic model, has the capability of accurately c...
A comprehensive review of climate change impacts, adaptation, and mitigation on environmental and natural calamities in Pakistan
Hussain, Mudassar; Butt, Abdul Rahman; Uzma, Faiza; Ahmed, Rafay; Irshad, Samina; Rehman, Abdul; Yousaf, Balal (2020-01-01)
The devastations and damages caused by climate change are apparent across the globe, specifically in the South Asian region where vulnerabilities to climate change among residents are high and climate change adaptation and mitigation awareness are extremely low. Pakistan's low adaptive capacity due to high poverty rate, limited financial resources and shortage of physical resources, and continual extreme climatic events including varying temperature, continual flooding, melting glaciers, saturation of lakes...
An Investigation of the Ground Motion Scaling Procedures for the Nonlinear Seismic Analyses of Concrete Gravity Dams
Soysal, BERAT FEYZA; Ay, Bekir Özer; Arıcı, Yalın (2019-07-03)
Seismic assessment of gravity dams is generally carried out using time history analyses. Scaling of the motions is commonly used; however, in contrast to buildings, the performance of scaling procedures at predicting the mean and reducing the dispersion in engineering demand parameters (EDPs) is not known. The main goal of this study is to assess the performance of different scaling procedures in predicting seismic demands on dams. The performance regarding the prediction of the damage and the required numb...
Assessment of changes in climate indices of the mediterranean climate region of Turkey
Çetinkaya , İzem; Yücel, İsmail; Department of Civil Engineering (2020-10-28)
As a consequence of climate change, frequency and intensity changes in extreme weather events have occurred. One of the most vulnerable regions of the world that is affected by the climate change is the Mediterranean region. Turkey as a Mediterranean country has a great importance to investigate the changes in climate behavior. 57 stations from Mediterranean climate region of Turkey have been selected as the study area for this thesis. This study aims to assess the climate indices that carry the valua...
