The 1999 earthquakes revealed serious gaps in the Turkish disaster management system. The lack of coordination and cooperation between governmental and non-governmental organizations, limits in the legal framework and the lack of policies and plans about disaster preparedness and mitigation are basic. It is highly relevant therefore to expose these deficiencies and find which changes are necessary for capacity building in civil initiatives and which policies can be put into practice to form a strong and a sustainable organizational structure between governmental organizations and civil initiatives. This required reconsidering the events of 1999 Marmara earthquakes and civil initiatives̕activities. The analyses have been made among civil initiatives to expose their objectives, their response to earthquakes and future plans. Futher, this required discussion of the current state of disaster management system and legal structure. Findings are that a number of creative activities of civil initiatives can be observed after the Marmara earthquakes. However, the existing level of collaboration with governmental organizations is inadequate, considering the magnitude of disasters taking place in Turkey and the degree of the people̕s vulnerability. Efforts such as new draft of law of Turgey Emergency Management General Directorate (TEMGD) seem to provide means to meet the requirements. This draft law could provide the tools to accommodate civil initiatives The law could be revised so as to maintain a legal basis for civil initiatives̕ activities as part of disaster management system indicating that governmental organizations should work together in coordination with civil initiatives. Secondly, to encourage voluntary activities, a number of provisions should be available such as life insurance against accidents for the accredited volunteers. Thirdly, TEGMD should also act to

Analysis of existing building stock according to mitigation plan objectives
Hasdemir, Berna; Balamir, Murat; Department of City and Regional Planning (2010)
Earthquakes in Turkey, among all natural disasters claim the highest losses in terms of human lives, material and economic assets. Most of the lives are lost within the collapsed buildings, and most of the material and economic losses are again directly related to the functional capacities of the building stock. The method of risk assessment in the existing building stock is therefore an essential step in the maintenance of safer urban environments. Analysis of risks in the building stock is usually claimed...

Preliminary seismic vulnerability assessment of existing reinforced concrete buildings in Turkey - Part I: Statistical model based on structural characteristics
Ozcebe, G; Yücemen, Mehmet Semih; Aydogan, V; Yakut, Ahmet (2003-05-13)
The 1999 earthquakes caused huge damage and economic losses in Turkey. The city of Duzce, hit by the second earthquake of Mw=7.2, suffered widespread damage to many RC buildings. Survey teams conducted post-earthquake evaluations on selected buildings that suffered various degrees of damage. The information collected was analyzed to set up a correlation between the attributes affecting seismic performance and the observed damage. A procedure, developed using a statistical method called discriminant analysis...

Urban design competitions as discursive practice in Turkey: 1980-2009
Çimen, Devrim; Altaban, Özcan; Department of City and Regional Planning (2010)
It is being observed that there has been an increase in the number of urban design competitions in the last decade in Turkey. Competitions are crucial methods of enriching theoretical and practical frameworks of the disciplines by creating a platform for discursive attitudes. That reveals the importance of the notion of competition as a process covering from the decision for organizing a competition to the decision of the jury for the winner and also post-competition events such as colloquium. Due to these ...
