Rethinking wind energy in its social context: conflicting perspectives and planning problems – the Karaburun experience

Özçam, Zeynep
As a result of global concerns about energy related environmental problems, the use of renewable energy resources has gained great importance. The renewables are widely recognized as an effective tool for limiting energy related emissions and a fundamental component of sustainable development. Among these, especially wind energy has considerable involvement. Due to this, major national policies intend to support wind energy and wind energy installations have also started to grow with an expanding rate. Likewise in Turkey, wind energy policies have gained importance as wind emerges as a favourable domestic resource which gives the opportunity to Turkey for providing energy for its developing country. Therefore, the investments supported by national government started to increase and installations started to spread around certain cities mainly choosing location from rural areas. In this sense, Karaburun appears as one of the important targets of large-scale wind energy investments. However, the expansion of wind energy has launched a major controversy on wind energy and its implementation. Even though the developments are environmentally friendly, they started to intrude into unspoiled natural and rural areas. So, rapidly expanding developments have attracted some segments of the local community and leads to strong oppositions. As a result, a debate started to grow between people who think differently about the issue and leads to a conflictual situation about wind power. As wind energy is an important energy resource, wind farm conflict becomes an important problem waiting to be solved. Understanding the nature of conflicts by assessing the problem in terms of both technical and social aspects can contribute to the solution by enabling selection of most effective ways for conflict resolution. The purpose of this thesis is to understand the reasons of support and opposition more deeply, therefore to understand main reasons behind the major controversy between agents. By this, it aimed at answering why conflicts are emerged in wind farm development processes in Karaburun and how this controversy can be minimized or resolved.

Determination of wind power potential and optimal wind power plant locations in Turkey
Çetinay, Hale; Güven, Ali Nezih; Tör, Osman Bülent; Department of Electrical and Electronics Engineering (2014)
Due to increased environmental concerns, utilization of the renewable energy, especially the wind power, gains importance. Like developed countries which have set their renewable energy targets for the long term integration, Turkish government has also set the goal as 20 GW of total wind power installed capacity in 2023. In this thesis, the wind power potential in Turkey is analyzed and different cases are studied to determine optimal locations for wind power plant establishment. In order to determine the w...
Wind energy has become an important field of study recently, especially in the countries having high potential of wind energy production such as Turkey. Among these studies, forecasting wind power production and choosing a bid for each power plant have an important place. In the scope of the project, firstly by applying a new clustering approach and then Local Quantile Regression to the data, interval forecasts are generated. This forecasting approach gives successful results when tested for power plants en...
Stochastic modelling of wind energy generation
Alişar, İbrahim; Sevaioğlu, Osman; Department of Electrical and Electronics Engineering (2012)
In this thesis work, electricty generation modeling of the wind energy -one type of the renewable energy sources- is studied. The wind energy characteristics and the distribution of wind speed in a specific region is also examined. In addition, the power curves of the wind turbines are introduced and the relationship between the wind speed and wind power is explained. The generation characteristics of the wind turbines from various types of producers are also investigated. In this study, the main wind power...
Parameterization of built environment for wind resource assessment
Sakçak, Şafak; Tanyer, Ali Murat; Pekeriçli, Mehmet Koray; Department of Building Science in Architecture (2018)
Use of wind power for energy generation in urban areas is gaining importance considering the energy consumption and environmental impact behaviors of built environments. Therefore, assessment of urban wind resource is crucial. The study of air flows in cities is also related to other concerns as natural ventilation, air contamination and pedestrian comfort. Two of primary research topics proposed in feasibility studies for urban wind energy are improvement on the understanding of urban wind flows with devel...
Data mining-based power generation forecast at wind power plants
Özkan, Mehmet Barış; Karagöz, Pınar; Department of Computer Engineering (2014)
As a result of rapid depletion of non-renewable energy resources, the importance of the e efficient utilization of renewable energy sources has increased all over the world and in our country in recent years. Wind has an important role in renewable energy sources with its high potential. However, compared to other renewable energy sources, wind has a spatial and temporal discontinuity characteristic so there is a need for estimating and planning of wind power generation. Wind Power Plants (WPPs) inform thei...
