This article attempts to convey the outlines of the planning experience in Britain in the 1980's. The Thatcher administration has introduced a new approach to planning issues along with many other parts of the established welfare state. The introduction of enterprise and simplified planning zones, the transfer of planning powers to the centrally bounded urban development corporations and the relaxation of many of the planning controls, could be taken as attacks on planning itself. These measures were taken within the philosophy of the New Right, which relies to a greater extent on market criteria in all aspects of life. However, this has not ceased the functions and activities of planning as many claim. Despite sustained attack on planning from the New Right, planning is still being practiced and there has been no major reform of currently used planning legislation. Development plans still have a significant role in the British settlements. Most of the changes have been either revisions of policy within the existing planning system or some new additions to the mechanism. The politics of urban change have often involved different forms of state intervention and public expenditure. Within this centrally imposed framework, local authorities and local communities persisted in the pursuit of their own goals and they have been fragmented during the 1980's into a range of different forms in the various parts of the country. The story of 'popular planning' as exercised successfully at Coin Street in London, and that of the well-known planning experience of the Docklands, which is described as an example of the 'leverage planning' style, are presented.
