The planning task, may be defined as seeking alternative solutions between the extremes of total rebuilding and gradual disintegration. Proposals submitted to the government so far are primarily based on retaining the existing functions within the Medina but, at the same time, integrating it with the new city, eliminating in the process the obvious "differences of the level of community services. The project team produced alternative solutions for adequate transportation and chose to work in a rather restricted cluster of old housing as a case study to decide on the possible alternatives for rehabilitation. The team also suggested to reinstate the cultural functions within the Medina. The real merit of the Fez project is that it reflects the concept of conservation of historic environment in relation with the planning of the entire urban macroform. In the 1976 general meeting of UNESCO a resolution was adopted to initiate an international campaign for the financing of conservation and rehabilitation in Fez, However, the weight of responsibility still rests with the Moroccans and the Moroccan Government.
