Bağımsız Dış Denetimin Muhasebe Şeffaflığına Etkisi Üzerine Uygulamalı Bir Çalışma: Türkiye Örneği

Kıt kaynakların etkin dağıtımında önemli yere sahip olan firmalar tarafından faaliyet raporlar aracılığı ile halka açıklanan ve finansal raporların temelini oluşturan muhasebe bilgileri, rasgele değil çeşitli faktörlerin etkisi altında şekillenir. Gerek literatürdeki çalışmalar ve gerekse ‘aracılık teorisi’ne (agency theory) dayalı teorik tartışmalar, bağımsız denetimin firmalarca açıklanan muhasebe bilgilerini etkileyen faktörlerden biri olabileceğini işaret etmektedir. Ancak, son zamanlarda yaşanan Enron, Vivendi, ve Worldcome vakalarının temel sorumluları arasında denetçilerin gösteriliyor olması, bağımsız denetimin firmalarca açıklanan muhasebe bilgilerine (muhasebe şeffaflığına) etkileri üzerine şüphe uyandırmaktadır. Türk firmaları üzerine yapılan bu uygulamalı çalışmada, bağımsız denetimin firmalarca açıklanan muhasebe bilgileri üzerine etkisi test edilmiştir. Firmaların muhasebe bilgi düzeyi, geliştirilen ‘açıklanan bilgi değerlendirme formu’ ile örnek olarak seçilmiş 122 firmanın ‘faaliyet raporlarında sunulan bilgilere’ dayanarak ve ‘düzeltil-miş iki alternatif yöntemi’ (modified dichotomous approach) kullanılarak oluşturulmuş bir indeks ile ölçülmüş olup bilgi düzeyine bağımsız denetimin etkisi ‘çoklu regresyon modeli’ ile sınanmıştır. Bağımsız denetimin Türk firmalarının yıllık faaliyet raporlarında halka açıkladıkları bilgiler üzerinde önemli sayılan bir düzeyde etkisi olmadığını gösteren bu çalışma sonucu bağımsız denetimin muhasebe şeffaflığına etkisi üzerine birtakım şüpheler uyandırmaktadır.
