Bu çalışmanın amacı mevcut kuramsal çalışmalar ve dünya tecrübesi bağlamında Türkiye’nin Teknoloji Geliştirme Merkezleri (TGM), özelinde edindiği yüksek teknoloji sanayi birikimini ortaya koymak, bunu yaparken de temel bazı politika çıkarsamalarını belirlemektir. Çalışmanın temel savı ülkelerin ve bölgelerin yeni küresel tekno-mekânsal sistemin müzakere olanaklarının kendilerince belirlendiği birer parçası olabilmeleri için teknolojik yenilikçi sistemlerini bir an önce inşa etmeleri gerektiğidir. Bunun için ilk önce yüksek teknoloji bölgeciklerine ilişkin kuramsal çerçeveler dünyadaki değişik yüksek teknoloji bölgeciklerinde edinilen deneyimler bağlamında gözden geçirilerek, bu tür bölgeciklere özgü hususlar aydınlatılacak; daha sonra kalkınma planları kapsamında Türkiye’deki teknoloji politikaları gözden geçirilerek ve TGM’lerde gerçekleştirilen alan çalışmaları sunularak, Türkiye’nin yüksek teknoloji bölgecikleri oluşturma çabası anlatılacak; son olarak yüksek teknoloji bölgeciklerine ilişkin kuramlar ve dünya tecrübesi bağlamında TGM’ler deneyimi değerlendirilerek, temel bazı politika çıkarsamaları tespit edilecektir.
