This paper reports the findings of a best practices analysis work conducted for an EU project which focuses on developing 100 Massive Open Online Courses (MOOCs) for Small and Medium Enterprises (SMEs). With the aim to examine the best practices in EU, developed countries, Turkey and BRICS countries, following criteria have been considered: installed a platform for online trainings, online training in Information and Communication technology (ICT), experience in training of adults and training online content. Toward this direction, 7 major question categories have been investigated in the analysis: target group served by the institution, training programs, program design and development, platform functionalities, participants, enrolment and admission, delivery of training and certification.

DESIGN, DEVELOPMENT AND IMPLEMENTATION OF A QUESTION-ANSWER BASED INSTRUCTIONAL DESIGN THEORY
Ataş, Amine Hatun; Yıldırım, Zahide (2017-11-18)
The purpose of this study is to document design, development, and implementation of a question-answer based instructional design theory. Sigel and Saunders (1977) state that many studies report the benefits of asking questions and being asked questions as enhancing students' thinking and reflects students' thinking process. The impact of asking question or being asked questions are inevitably influential on learning. As students experience quality questions and questioning, their awareness of learning arise...
Students’ perceived effectiveness of an online course delivered through a course management system: the case of an undergraduate course
Sevim, Neşe; Karaaslan, Hasan; Department of Computer Education and Instructional Technology (2009)
This study analyzed students’ perceived effectiveness of an online course delivered through one of the open source course content management system, Moodle. Students’ expectations, perception, comments and suggestions about Moodle were investigated in this study. This is a case study carried out 49 students who attended to CEIT321 Foundation of Distance Education course in summer school in 2008 and 29 students who attended to the same course in fall semester of 2008-2009 academic year at Computer Education ...

Transforming and prolonging design lifespans: design education cases for sustainability
Doğan, Çağla (2017-11-10)
This paper aims to present an approach focusing on design education for sustainability through providing two exemplary cases from third-year industrial design projects. The main themes explored in these projects involve personalization via design transformation, adaption and upgrading during design, use and post-use phases. The first project developed and facilitated at Carleton University, the School of Industrial Design mainly addresses the key theme of transformation of LED lighting from indoors to outdo...
Making novice instructional designers expert: Design and development of an electronic performance support system
Ugur-Erdogmus, Feray; Çağıltay, Kürşat (2019-07-04)
The purpose of this study is to design and develop an electronic performance support system (EPSS) to support novice instructional designers (NIDs) in the instructional system design process and to reveal the key elements of an EPSS for NIDs. Design and development research was carried out with 23 purposively-selected NID participants. It is a three-phase study. These phases are analysis, design and development, and evaluation. According to the results, the main components of EPSSs designed for NIDs are tut...
