Variation is an inevitable and inherent factor in public-private partnerships (PPP) projects which are a result of the extensive contract duration and the dynamic environment together with a large number of stakeholders. It is common in all kinds of PPP projects and determines the time limits and projected budget of the projects. For the social and financial viability of the project, it is important to be aware of these variations and their consequences that occur during the project life cycle. One of the most important items that affect the success of PPP projects is variation orders. It is anticipated that the identification of the causes of variation orders may lead to improvement in overall performance of PPP projects. This thesis aims to determine the causes and impacts of variation orders in PPP projects together with recommendations to minimize them. It is based on a literature review on the causes of variation orders in PPP projects, investigation of real PPP projects and interviews conducted with domain experts. The most important causes can be summarized as change of scope, inadequate design and project objectives, change in specifications, differing site conditions and unforeseen problems whereas the most important impacts are increase in project cost, schedule delay, disruption of continuity of services, rework and demolition, and interruption in credit payments. A conceptual model to manage variation orders in PPP projects is developed as an output of the thesis.

An exploratory study on utilization of BIM for risk management
Kaya, Hazal Deniz; Dikmen, İrem; Atasoy, Güzide; Birgönül, Mustafa Talat (İstanbul Teknik Üniversitesi; 2020-11-14)
It is a well-known fact that BIM application in construction projects enables several advantages such as better collaboration and communication, effective project visualization before construction, more efficient cost estimation and scheduling, and an increase in productivity. Although many of these advantages that BIM contributes to construction projects may result in opportunities for better risk management, there are limited studies in the construction management literature that investigate this subject....
A model for evaluating the potential of litigation due to contract ambiguity in international construction projects
Yenişehirlioğlu, Ahmethan; Sönmez, Rifat; Department of Civil Engineering (2022-8)
Disputes are unavoidable due to the unique interests of the parties and the challenging, complex and oppositional nature of the industry in the construction sector. For this reason, many researchers have conducted studies on disputes and dispute resolution in construction projects. Litigation, which is the last resort of disputes, is an unwelcomed process for all parties causing loss of time, money and reputation. In this respect, both the owner and the contractor require to prevent the factors that cause d...
A robust time-cost-quality-energy-environment trade-off with resource-constrained in project management: A case study for a bridge construction project
Lotfi, Reza; Yadegari, Zahra; Hosseini, Seyed Hossein; Khameneh, Amir Hossein; Tirkolaee, Erfan Babaee; Weber, Gerhard Wilhelm (2022-01-01)
Sustainable development requires scheduling and implementation of projects by considering cost, environment, energy, and quality factors. Using a robust approach, this study investigates the time-cost-quality-energy-environment problem in executing projects and practically indicates its implementation capability in the form of a case study of a bridge construction project in Tehran, Iran. This study aims to take into account the sustainability pillars in scheduling projects and uncertainties in modeling the...
Public-private partnership as a policy instrument : the case of Çalbir
Özkan, Umut Rıza; Üstüner, Mustafa Yılmaz; Department of Political Science and Public Administration (2007)
This dissertation assesses the nature and features of public-private partnerships in the case of ÇALBĐR. In this study, the public policy literature (especially policy transfer, policy formation and implementation, and network approach) has been used to explain the policy process for the adoption of such a policy instrument. The findings of this study can be summarized as: Firstly, this study indicates that the selection of policy instrument- public private partnership- in the case of ÇALBĐR was not neutral...
Exploring the Relationship between Complexity and Risk in Megaconstruction Projects
Erol, Huseyin; Dikmen, Irem; Atasoy Özcan, Güzide; Birgönül, Mustafa Talat (American Society of Civil Engineers (ASCE), 2020-12-01)
© 2020 American Society of Civil Engineers.Although complexity and risk are inherent characteristics of megaconstruction projects, existing project management approaches fail to incorporate complexity-based thinking into risk management. Complexity is usually considered as the source of risk events, along with uncertainty. However, prevailing risk management practices are oriented toward only handling the uncertainty. The lack of integration between the complexity and other risk-related concepts leads to un...
