Research networks are instrumental to improve scientific productivity. There is a vast literature on the influence of collaboration on scientific productivity and how to improve the collaborative environment. Due to their critical position in scientific production, universities are the appropriate venue to focus on working on scientific productivity. Turkey employs global university rankings as a benchmark for tracking scientific productivity of universities. In the 11th Development Plan, Turkey aims to have at least two universities among the top 100 universities with respect to international academic rankings by 2023. Thus, this study aims to answer how should Turkish scholars be integrated into international research networks considering this target. In this respect, using a mixed methods approach —a combination of bibliometric assessment and semi-structured interviews— the study provides an overview of Turkey’s integration to research networks, factors affecting network integration, and an evaluation of the effects of networks on research in the case of METU. Findings reveal that geographical, social/cultural, or organizational proximity and using the same language and policies of the government could facilitate the strengthening of the integration with the research networks; infrastructure, capabilities of the partners, and funding channels are critical factors for network preferences. Factors facilitating or challenging the integration are classified under six main pillars: regulation, financial resources, human resources, infrastructure, ethics, and democratic issues. Focusing on the swift and easiest but the most important issues, the study also recommends actions to be taken on finance and human resources and logistics and infrastructure.

Analysis of knowledge and technology transfer between research infrastructures and industry in Turkey
Yüksel, Aycan; Erdil, Erkan; Department of Science and Technology Policy Studies (2019)
The main purpose of this study is to analyze the knowledge and technology transfer (KTT) behaviors and attitudes of researchers in research infrastructures (RI) and explore the motivating and deterring factors for their commercialization actions. The study is focused on the researchers in the 4 RIs, which have been supported within the Law on Supporting Research Infrastructures in Turkey. In the study, quantitative data collected through survey among researchers is integrated with the qualitative data gathe...
Toward a new understanding of virtual research collaborations: Complex adaptive systems framework
Aydınoğlu, Arsev Umur (2013-01-01)
Virtual research collaborations (VRCs) have become an important method of conducting scientific activity; however, they are often regarded and treated as traditional scientific collaborations. Their success is measured by scholarly productivity and adherence to budget by funding agencies, participating scientists, and scholars. VRCs operate in complex environments interacting with other complex systems. A holistic (or organicist) approach is needed to make sense of this complexity. For that purpose, this st...
Investigating sentimental relation between social media presence and academic success of Turkish Universities
Gunduz, Sedef; Demirhan, Fatih; SAĞIROĞLU, Şeref (2014-12-06)
In this study an approach that uses social networking data for developing sentiment analysis system is proposed. With the help of developed software, it is tried to find out whether there is any relation between universities' academic success and sentiment of the public about them in social media. After collecting enough text based data from Twitter, preprocessing of data is carried out and final data is trained by means of Naive Bayes Classifier. After testing process, experimental results have shown that ...
CREATING COLLABORATIVE RESEARCH ENVIRONMENT IN HIGH PERFORMANCE COMPUTING: AN ANALYSIS OF TURKEY
Nuhoğlu, Gökçe; Aydınoğlu, Arsev Umur; Department of Science and Technology Policy Studies (2022-5)
The use of High-Performance Computing (HPC) has become vital not only in computer science but also in many scientific areas ranging from Covid-19 studies to space sciences. Thus, although HPC is at the heart of many small and large-scale collaborations, its relationship with collaboration is quite limited in the literature. The studies mainly focused on HPC return on investment. In this thesis, collaboration in studies using HPC is investigated from the researcher's perspective using HPC. The study is carri...
Do R& D expenditures matter for labor productivity in OECD countries? an unresolved question
Erdil, Erkan; Çorakcı, Ayşegül (2013-01-01)
The aim of this study is to analyze the relationship between labor productivity and R&D expenditures. We have tested this relationship using a panel of 22 OECD countries that covers the period 1991-2003. A Cobb-Douglas production function was estimated in growth form where physical capital, knowledge capital, human capital, and labor stock were included as the factors of production. The estimation results that also controlled for the effect of openness, and R&D spillovers implied a positive long-run R&D ela...
