Bu çalışmada 2013-2016 döneminde OECD (Ekonomik İşbirliği ve Kalkınma Örgütü) ülkelerinde ve 2005-2015 döneminde Amerika Birleşik Devletleri (ABD)’nde doktora eğitimi alan Türkiye Cumhuriyeti vatandaşlarının sayısında ve bütün uluslararası öğrenciler arasındaki oranında bir düşüş olduğu saptanmıştır. Yapılan regresyon analizleri ile bu düşüşün iki farklı etken ile açıklanabileceği gösterilmiştir. İlk etken bilimin Türkiye’den daha hızlı geliştiği ülkelerin daha fazla sayıda vatandaşının OECD ülkeleri ve ABD’de eğitim almaya başlaması, ikinci etken ise Türkiye’deki üniversitelerin doktora programlarındaki kapasite artışıdır. Birinci sebebin etkisinin ikinci sebebe kıyasla daha büyük olduğu saptanmıştır. Bu bulgu uluslararası doktora programlarına katılım için artan küresel rekabette Türkiye’nin geri kaldığını işaret etmektedir. Bu geri kalmanın Türkiye’deki yükseköğretim sistemine olabilecek potansiyel etkileri çalışmanın son bölümünde tartışılmıştır.
