Public and private partnerships in Special Zones Management in Turkey have their special legislative frameworks in terms of physical planning and development of the zones. The Law of Technology Development Zones (no: 4691) includes relevant planning policies regarding the selection of location, land provision and building and development activities of the Science and Technology Parks, one of these partnerships established for the provision of the cooperation between universities and industry.In this framework, the analyses of the Law of Technology Development Zones (no: 4691) and implementation process on the case study of METU- Technopolis have showed that the full responsibilities for planning and control of Technology Development Zones are given to the Administrative Company. In fact, there is no control mechanism addressed by the Law, extending from the preparation of development plan to the management of building activities in a special zone. The aim of this study is to introduce new legislative instruments in the Development Law (no: 3194), for public control and regulation in the planning activities of Special Zones. This approach intends to establish a Planning Committee between public authorities and private sectors for the preparation of Building Regulation, principles of development plan and control of activities performed in the special zones. With this perspective, the understanding of special zones planning and management withki the current policy structure will be improved. Furthermore, this can be used as a model for the establishment of possible forms of public and private partnerships within the scope of urban management.
