This thesis represents an attempt to explore critical issues in the national military literature and bring up findings for further studies by exploring military innovation, smart management of defense R&D, critical and dual-use technologies concepts in detail. The study has two main components. The first part provides a conceptual and theoretical framework to discuss and understand military innovation, critical technology and dual-use technology. A military that fails to innovate when their contemporaries are innovating is destined to face its dire consequences. So the quest for change within military organizations is a rational and hopefully encouraged behavior. In this thesis the modes of innovation are at the center stage. However, the main intention focus is on technological innovation. As certain technologies are at the core of decisive military innovation, the initial step in innovation is normally to procure the new technology. A country that must purchase technology from abroad is arguably less likely to wield it as effectively as the country that is capable of inventing or manufacturing it, as the latter is usually better equipped to exploit and further refine technology. In order to insure the flow of technological innovations, a sound technology investment strategy must be formulated. A strategy built on a foundation of three integrated building blocks (optimal in-house R&D, expanded collaborative efforts, and smart outsourcing) will enable the military to be an effective smart buyer and smart provider. The thesis proceeds with a brief discussion of critical technologies, specifically the ones that are critical for military and national importance, in order to provide guidance for identifying which technologies harbor the greatest payoff potential. Closely related to this discussion is the question of national economic growth based on technological

Mediated Effects of Technology Competencies and Experiences on Relations among Attitudes Towards Technology Use, Technology Ownership, and Self Efficacy about Technological Pedagogical Content Knowledge
Yerdelen-Damar, Sevda; Boz, Yezdan; Aydin-Gunbatar, Sevgi (2017-08-01)
This study examined the relations of preservice science teachers' attitudes towards technology use, technology ownership, technology competencies, and experiences to their self-efficacy beliefs about technological pedagogical content knowledge (TPACK). The present study also investigated interrelations among preservice teachers' attitudes towards technology use, technology ownership, technology competencies, and experiences. The participants of study were 665 elementary preservice science teachers (467 fema...
Imagery intelligence technology foresight and modeling of mobile applications in the defense industry
Bilge, Başak; Çakır, Serhat; Department of Science and Technology Policy Studies (2018)
Identifying the threats and impacts of an operation field requires continuous planning and emphasizes the importance of intelligence. With the development of electronic systems that support the military decision-making process increases in number, today long- time and high- risk discovery and surveillance operations are performed faster and safer. Therefore, developing technology policies to augment defense- technology research is a crucial step. Reorganization movements, management measures and operational...
Impact assessment of vision 2023 technology foresight in defense sector
Burhan, Mukaddes; Çakır, Serhat; Department of Science and Technology Policy Studies (2018)
This thesis was conducted in the scope of impact analysis of technology foresight intervention which was conducted to influence policies and decisions to benefit from sience and technology to create a knowledge society and innovative economy. The first objective is to assess the long-term ex-post impact of Vision 2023 technology foresight in defense sector. The second objective is the development of a model to assess the impact. An impact assessment scale was developed by implementing program-based theory a...
Systemic-structural approaches, world-system analysis and the study of foreign policy
Tayfur, M.Fatih (Orta Doğu Teknik Üniversitesi (Ankara, Turkey), 2000-12-1)
This article aims to review and compare the systemic-structural approaches to international relations, and their impact on the study of foreign policy. Yet, the specific objective of this essay is to discuss, ‘The Modern World-System Approach’ which has been, mostly, less well understood or misunderstood, or misinterpreted by the students of international relations and foreign policy analysis. In the era of ‘globalisation’, re-visiting the systemic-structural approaches, and especially ‘the modern world-sys...
Engineering advanced polymeric surfaces for smart systems in biomedicine, biology, material science and nanotecnology: A cross-disciplinary approach of Biology, Chemistry and Physics (BIOPOLYSURF)
Hasırcı, Vasıf Nejat(2008-9-30)
The enormous potential of Biology in combination with Chemistry and Physics will lead to break-through advances in material science and to an abundant wealth of exploitable developments, Chemistry and Physics offer advanced tools for synthesis, characterization, theoretical understanding and manufacture of materials and devices, while Biology offer a window into the most sophisticated collection of functional nanostructures that exist. The inspiration searched in Nature will expand not only lo the use of th...
