Erken modern dönem Osmanlı iktisadi politikalarına yöne veren iaşecilik anlayışı, on sekizinci yüzyılın ikinci yarısında önemli bir dönüşüm süreci geçirmiştir. İmparatorluğu çepeçevre saran iaşe ağlarının kilit noktasında olan Eflak ve Boğdan gibi bölgelerin siyasi konumunda Küçük Kaynarca (1774)’nın perçinlediği değişiklikler, Osmanlı iaşe politikalarına darbe vuran en büyük gelişme olmuştur. III. Selim dönemi (1789-1807) Osmanlı politik iktisadının yüzyıllardır payandası konumundaki iaşeciliğin köklü bir şekilde ele alınmasına tanıklık etmiştir. Bu süreç zarfında Osmanlı yönetici kadroları iaşeyle ilgili politikalarını halkın temel gıda gereksinimiyle saray ve ordunun bellibaşlı ihtiyaçları üzerine yoğunlaştırmak suretiyle geleneksel çok kapsamlı iaşeciliği seçici ve tedrici olarak terk etmeye çalışmışlardır. Bu süreç hiç şüphesiz yüzyıllardır iaşecilik çerçevesinde devletle neredeyse içiçe geçmiş olan İstanbul esnafını derinden etkilemiştir. TÜBİTAK destekli bu proje, Küçük Kaynarca’dan III. Selim’in tahttan indirilişine kadar geçen otuz üç yıllık süreçte üç farklı emtiaya dair iaşe politika ve mekanizmalarında meydana gelen değişiklikleri nicel ve nitel olarak tespit edip; bu emtia üzerine uzmanlaşmış olan esnaf gruplarının geçirdikleri yapısal dönüşümlerin genel bir haritasını çıkarmayı hedeflemektedir. Bu bağlamda söz konusu politikalarda meydana gelen değişikliklerin hububat, et ve deri üzerine üretim yapan esnaf grupları üzerindeki etkilerini belgelemek projenin ana amaçlarından biri olmuştur. Diğer yandan, aynı dönemde Osmanlı mali ve idari kurumlarının geçirdiği dönüşümün iaşe mekanizmalarında ve özellikle esnaf üzerindeki etkileri arşiv kaynaklarından ortaya çıkarılmaya çalışılmıştır. Başbakanlık Osmanlı Arşivi’ndeki farklı belge kolleksiyonlarından ve İslam Araştırmaları Merkezi’ndeki İstanbul’un farklı bölgelerine dair kadı sicillerinden elde edilen bilgilere dayanan bu proje, on sekizinci yüzyıl sonu itibariyle geleneksel iaşe kurum ve politikalarının büyük oranda işlevselliğini yitirdiğini; yeni kurumsal bazı düzenlemelerle iaşeciliğin büyük oranda hububata sınırlı hale geldiği; devletin esnafla olan ilişkilerinde kademeli olarak geleneksel korumacı tutumundan vazgeçtiği; ve belki de bütün hepsinden önemlisi, başta malikane ve gedik olmak üzere on sekizinci yüzyılda ortaya çıkan bellibaşlı kurumsal bazı gelişmelerin esnafın geleneksel yapısını geri dönülmez bir şekilde dönüşüme uğrattığı sonuçlarına varmıştır.
