Bu çalışma banliyö raylı sistem yatırımının, nüfus değişikliğine etkilerini ortaya çıkarmak için hazırlanmıştır. Buna dayalı olarak, bir kent bölgenin ana çekim noktalarını birbirine bağlayan hızlı ve güvenilir raylı sistemlerin, istasyonları civarında nüfus artışına neden olduğunu ileri sürmekteyiz. Bu doğrultuda, İzmir kent bölgesinde hızlı toplu taşıma erişimi sağlayan İZBAN banliyö sistemini örnek çalışma olarak kullandık. İZBAN’a doğrudan erişimi olan mahalleler ile diğer mahallelerdeki nüfus değişimini Kovaryans Analizi (ANCOVA) istatistiki modelleri kullanarak inceledik. Bu doğrultuda iki ekonometrik model grubu tasarladık. Temel Modeller, İZBAN’ın Kuzey, Metropoliten Alan ve Güney alt-bölge mahallelerindeki etkilerini çözümlemektedir; Genişletilmiş Modeller ise etkileşim değişkenlerinin nüfus değişimine etkisini incelemektedir. İZBAN’ın sağlamış olduğu erişim ve hareketliliğin etkisi metropoliten alan dışındaki mahallelerde nüfus artışı ile tespit edilmiştir. Kuzey ve Güney alt-bölge mahallelerindeki İZBAN nüfus etkisi, metropoliten alanın adem-i merkezileşmesi olarak yorumlanmıştır. Hat boyunca raylı sistemin etkisi farklılaşmaktadır. Her ne kadar İZBAN, Türkiye’de bölgesel raylı sistemlerin ve toplu taşıma odaklı bir gelişmenin iyi bir örneği olsa da dünyadaki muadilleri dikkate alındığında hedeflerin gerisinde kalmaktadır. Bu nedenle özellikle mekansal planlama alanında İZBAN’ın nüfus etkilerini artıracak stratejik kararların geliştirilmesi toplu taşıma sistemini destekleyecektir.
